Public Issues, Legislation, and Participation in One Platform

Opinars brings public issues, legislation, and civic participation into one civic engagement platform. The challenge was helping users move from the topics they cared about to related bills on the bill discovery platform, and from bill details to relevant action. The redesign improved navigation, content hierarchy, and bill-page structure to support that journey more clearly.

Where Civic Discovery
Was Breaking Down

Civic platforms can contain valuable legislative data but still feel difficult to use when navigation reflects the system rather than the user.

People started with a topic, not a bill number

Most visitors began with an issue they cared about and then looked for related legislation. The platform did not make that path visible enough.

Bill pages made key details harder to find

Summaries, status, relevance, and next steps were available, but not prominent. Users had to scan too much before understanding the bill.

Discovery and participation felt disconnected

Topic exploration, legislative review, and civic action were all present, but the path between them was unclear.

Multi-level browsing needed better orientation
