Policy Connect: Board Policy Management for Texas School Districts
SDLC Corp developed and continues to maintain Policy Connect, a board policy management platform for Independent School Districts in the United States. The project combines a public policy website with administrative tools for organizing district manuals, managing document versions and publishing updates across district organizations.
The work also covers search, document downloads, infrastructure maintenance and a Training Connect integration that connects course activity with CRM workflows.

Project overview
School-district policy manuals contain different types of information, each serving a distinct purpose. Policy Connect organizes these documents into Local Policy, Legal Reference and Exhibits, helping administrators manage the manual while giving readers access to published policy information.
SDLC Corp develops and maintains the platform, including its publishing tools, search, document access and integrations.
The delivery combines web application development with custom software engineering for administrative and public-facing workflows.
Policy navigation and document access

The challenge: coordinated publishing and dependable document access
The project required administrative control over the structure and visibility of policy content, alongside clear public access to current and historical documents. Search behavior needed to account for different policy types, and changes to content or section order needed to appear correctly after publication.
The scope also extended beyond policy publishing to connect training registration, enrollment and completion activity with CRM workflows.
Organizing district policy manuals
Policy Connect structures manuals around Local Policy, Legal Reference and Exhibits. Administrative controls include drag-and-drop section reordering and visibility settings for legal references, allowing administrators to manage how policy information is presented.
Current and historical document downloads
PDF and Word download capabilities support access to current policies and historical versions. This gives readers a way to retrieve policy documents outside the web interface while preserving access to earlier versions.
Publishing legal-reference updates across organizations
Administrators can use “publish to all” to distribute shared legal-reference updates across participating district organizations.
Search and reading experience
Search improvements highlight matching terms, group policy types and prioritize results so readers can find relevant policies.
Keeping published changes visible
For example, an administrator can reorder a section, publish a policy update and make the revised policy available for readers to view or download as a PDF or Word document. Cache-management integration supports the visibility of the updated content and section order on the public website.
Cloudflare cache management helps make published updates and reordered sections visible on the public website.
Training Connect integration
SDLC Corp’s integration work connects Tutor LMS Pro registration, enrollment and completion events with ActiveCampaign contact and CRM workflows.
Infrastructure and ongoing maintenance
Ongoing maintenance covers MongoDB upgrades and migrations, server monitoring, disk-space management and CPU-load troubleshooting, alongside feature and integration updates.
