Evaluate mandatory gates before using weighted scores. A strong total cannot compensate for a failed mandatory requirement.
Method And Expected Result
Example rubric: claimed 0.5, documented 0.75, demonstrated 1.0. A contracted future promise is a delivery condition, not proof of present capability. Weighted points = weight × score / 4 × evidence factor. Weights must total 100. Keep failed or pending mandatory gates outside the passing set.
